Invitation to tender: Literature review on strategic assessment tools

The objective of this work is to research and write a brief literature review (10-15 pages), providing an overview of different tools used for conducting country-based open data assessments.

This project will include a summary and comparison of different assessment methodologies used to date to assess a country’s open data performance, including those developed by global organisations (eg World Bank), non-governmental organisations (eg Open Data Barometer, Open Data Index), and other consultancies. Comparisons may also be drawn from other more established sectors, such as transparency and anti-corruption, to assess the overall effectiveness of strategic assessments as a tool for capacity building.

Building off existing analysis by the ODI and others within the open data research community, the literature review will also include a brief diagnosis of common strengths, gaps and weaknesses in current assessment methodologies. Finally, it will provide practical recommendations about how the ODI and others doing similar advice work, can improve the design of assessment methodologies.
