Emma Truswell

Deputy Head of Advisory

Emma joined the ODI in July 2014, where she helps to oversee the ODI’s advisory work, including with governments, corporates and startups. As a consultant, she works with governments in developed and developing countries to help government and citizens gain the most value from open data policies.

Before joining the ODI, Emma worked at the Australian Department of the Prime Minister and Cabinet, where she advised three Prime Ministers and four administrations. Her experience at the centre of government includes work on Australian civil service reform, negotiating policy with international governments for Australia’s G20 host year, and speechwriting for two consecutive heads of the Australian Public Service. Emma has also worked as a researcher at the Institute for Government in London, where she led a study comparing support systems for heads of government in six countries, presenting the results at 10 Downing Street. She holds a Masters in Public Policy with Distinction from the University of Oxford, where she graduated first in her class, and Bachelor degrees in Economics and Law from the University of Sydney.

In her spare time, Emma enjoys cooking for friends and taking too many photographs.
