Associate - Policy

Ellen is instrumental in the ODI's policy work with governments and businesses, exploring how the potential of open data can be unlocked, and data infrastructure designed to maximise benefits for everyone.

While at the ODI, Ellen has joined the office of the Secretary of State for the Department of Environment, Food and Rural Affairs (DEFRA), Liz Truss, on secondment as the Secretary of State’s expert adviser on data. In this role Ellen advised on the setup of the Defra Data Programme, transforming how the department collects, uses and shares its data in everything it does. Ellen sits on the policy board of Telefonica’s Data Transparency Lab and is a member of the Environment Agency’s Data Advisory Group.

Previously, Ellen held roles managing digital projects and policy for the International Federation of Library Associations & Institutions (Netherlands), and as Executive Officer for the Australian Digital Alliance. Together with Jeni Tennison, Ellen has designed an open data board game called Datopolis that promises to be a worldwide success.
